Former Detective Charles E. Richmond, DSN 7451, was commissioned on 05/19/1969. After the academy he served in the the 9th, Narcotic's Section, Intelligence Division, Drug Enforcement Agency-(D.E.A.), and finally the Narcotic's Division. During his career he was awarded 1 Chief's Letter of Commendation on 08/16/1976, for police work above the call of duty. Detective Richmond resigned his commission on 08/31/1981 to seek employment with another law enforcement agency. Detective Richmond had served a total of 12.28 years of faithful and dedicated service to the St. Louis Metropolitan Police Department.

Detective Richmond was a veteran of the United States Marine Corps and achieved the rank of Sergeant which is an E-5.

We just received info from David Plunk of Charlie's death in 2021. We don't have an obituary other than that on the Find A Grave site. (Printed above)

He was such a sweet, nice person.  I really liked him a lot!   Wish I knew more about his life, but this will have to do for the time being. 

From his pictures, he didn't seem to change much in looks over the years. I  imagine his calm demeanor served him well in the Marines in Viet Nam and in the Narcotics Division of the St. Louis Metropolitan Police. He was honored in both endeavors. 

Rest in Peace my friend. You are missed!

I second what Marilyn said.  I remember sitting next to Charlie in Loyd Carr's sophomore English class.  We had to recite, and then others were allowed to criticize our recitation.  I remember Mike Gray took this assignment very seriously, and made critical comments to everyone.  I wrote a note to Mike after his recitation telling him I would be just as frank as he always was.  I didn't actually plan to send it to Mike, but Charlie noticed it, signed it as if it was his own note, and sent it to Mike.  How petty all that seems now.  But Charlie was always a "good-time Charlie."  He was very affable and easy-going.

I had always hoped to see Charlie again, so this is really hurtful info. For many years I spent a lot of time with Charlie as we played Church softball then later mens independent softball . Charlie was a really good player, good fielder and had good power with the bat. I can remember Don Nevins telling

jokes to Charlie and he laughed so hard he could hardly catch his breath, really fun times.

I know that his job put him in harms way many times, but he was a brave person who took to that responsibility well.

I know that David Plunk is hurt by this also. I don't know if he knew of this earlier as he and Charlie were real close.Charlie kept his private life low profile because of the job he had for years.

Thanks for letting us know Dave, at least I will have to resign myself that a reunion will not happen.

My memories of Charlie are that of an easy going attitude, always ready with a smile and well placed laughter. The was a strength in that that spoke of self confidence and an ease of being himself. I'm sure it served him in his career and throughout his life. R.I.P., Charlie
